Civic Space on Campus How should we plan and pay for those campus spaces that belong to everyone, yet can't be assigned to any one project? The Ohio State University mandates that 2 percent of each capital project be earmarked into a civic structure fund that pays for landscaped spaces, streetscape improvements, and public art. Using the medical center project--a new hospital, parking garage, and green quadrangle integrated into one environment--OSU planners and their consultants explain how the civic structure fund works. |
