How should we plan and pay for those campus spaces that belong to everyone, yet can't be assigned to any one project? The Ohio State University mandates that 2 percent of each capital project be earmarked into a civic structure fund that pays for landscaped spaces, streetscape improvements, and public art. Using the medical center project--a new hospital, parking garage, and green quadrangle integrated into one environment--OSU planners and their consultants explain how the civic structure fund works.
