A Negotiated Approach to Performance-Based Budgeting

This session presents a performance-based budgeting model at the University of Connecticut. The model does not apply a one-size-fits-all methodology but instead utilizes a negotiated set of performance indicators for each academic unit. Each school or college is evaluated based upon the degree to which its goals have been fulfilled. The indicators describe both unit-specific and university-wide. This approach results in a data-driven decision making process that identifies the priorities of the institution but is not tied to a single set of mathematical formulae.
